City Sewers Current Construction

Lower North Outfall Sewer Rehabilitation Project - Phase 2

The Department of Public Works is repairing a 3.5-mile segment of the North Outfall Sewer between the intersections of Centinela Avenue and 405 Freeway, and La Cienega and Jefferson Boulevards.

Most of the work is taking place in Culver City. The old sewer is about 80 years old and closed circuit television inspections have revealed extensive deterioration, which has restricted flows and reduced the capacity of the pipe. Fixing the NOS is necessary to prevent further deterioration and to restore the structural integrity of the sewer.

Contractors are: 1) cleaning out the old pipe 2) lining the inside of the sewer with concrete and a plastic liner to prevent corrosion, which will create a new, very strong surface, and 3) building two major underground structures to control sewer flows.

The majority of the work is taking place inside the sewer to lessen potential impacts of construction (noise, dust, etc.). Above-ground activities are occurring at five locations along the alignment where contractors will insert the lining:

Other activities at these sites include:

  • Clearing and grubbing of the area around the access sites
  • Installation of sound walls at some access sites for noise mitigation
  • Air scrubbers will be installed to control odors
  • Cleaning debris out of the pipeline
  • Testing the debris
  • Large trucks hauling the debris off-site
  • Storage of materials and supplies, as well as large construction vehicles and equipment
