City Sewers Completed Construction

Eagle Rock Interceptor Sewer

In January 2004, the City of Los Angeles Department of Public Works began building the Eagle Rock Interceptor Sewer (ERIS) in the Glassell Park, Highland Park, and Eagle Rock area. The three-mile long sewer cost about $20 million and was completed in summer 2006.

ERIS is a 12 to 48-inch diameter pipe that was microtunneled and trenched. It runs northward from San Fernando Road and Eagle Rock Boulevard then branches into two lines, ending at Eagle Rock Boulevard and Fairpark Avenue and the vicinity of Avenue 51 and York Boulevard.

In the past, spills occurred when water seeped into the old sewers through cracks and holes, overloading the system and forcing wastewater out through maintenance holes and onto the streets. This has been an acute problem during heavy rains. ERIS eliminates sewage spills in these neighborhoods by providing additional capacity that keeps the sewage contained.

Major Challenges

  • Working in close proximity to businesses and schools
  • Traffic impacts along Eagle Rock Blvd. and York Ave.

Mitigation Measures

  • Daily street sweeping and water spreading to reduce dust
  • Safety enclosures around all excavation
  • Safe and adequate pedestrian and vehicle access maintained at all times to residences, businesses, and fire hydrants
  • Crossing guards provided at impacted intersections near schools
  • Housecleaning services provided to mitigate dust
  • Open for Business banners provided for businesses impacted by the project
  • Car wash tokens provided for residents and businesses
